INCONE60 – Inland Blue Transport Connector E60
The aim of the project is to develop a concept for the creation of an alternative transport route along the international waterway E60 and link it to a network of other inland waterways – E30, E40 and E70. The concept will include technical, economic and social aspects in order to achieve the best possible economic effects.
INCONE60 project activities are in line with provisions of the EUSBSR Strategy and target the international waterways (E30, E40, E60, and E70) development by capitalizing on the TEN-T core network corridors for better connectivity and accessibility of Baltic Sea Regions. INCONE60 project also addresses objectives of the EUSBSR Action Plan to Connect the Region. In particular, the project will contribute to Action no.11 “To improve internal and external transport links.”
INCONE60 project will be oriented towards improving access of local and regional areas to European and transnational waterways. The project activities will focus on innovative transport solutions in order to achieve future-oriented, high-quality and eco-friendly transport services for citizens and business stakeholders. Actions will be taken to improve internal and external transport links as well as increase efficiency. Moreover, actions within the project will promote ecological means of transport and innovative means of propulsion, thus contributing to the decarbonization of transport operations and mitigation the environmental impact of transport systems.

Onze havens beschikken binnenkort over een nieuw wapen in de strijd tegen mensen-, drugs- en explosievensmokkel. Met Europese steun ontwikkelen een aantal bedrijven en kennisinstellingen uit België en Nederland, gecoördineerd door Innos, het innovatienetwerk van het Belgische Vias institute, en het Nederlandse DITSS, Dutch Institute for Technology, Safety & Security, een hoogtechnologische totaalaanpak voor het detecteren van afwijkende patronen met behulp van slimme dekzeilen, innovatieve hekwerken en dataverwerkende camera’s.

PECS = Ports Energy and Carbon Savings
One of the major challenges for the 2 Seas area is to achieve carbon reductions through introduction of low carbon technologies (incl. renewables and energy efficiency). This project is addressing this challenge; in particular the application of such technologies in maritime operations within small and medium sized (SMS-)ports. These ports face numerous common obstacles (f.e. limited resources, technical expertise, lack of collaboration, regulations) and as a result little has been done to reduce carbon emissions. Demonstrations of low carbon technologies and solutions in real life and different circumstances are required to raise awareness and to show feasibility. In addition to convince other SMS-ports it is also necessary to develop and showcase practical methods and tools as energy audit, potentials for renewables and the best mix of low carbon options. Finally SMS-ports needs practical models for low carbon investment & business cases and to come to energy cooperation structures.
Developing, testing and validating various methods, tools and concepts and realising and demonstrating proven and innovative applications for energy efficiency, specific coast-related renewable energy sources and energy storage in such a way that small and medium-sized ports will adopt and use these technologies much more, will start-up energycooperations with all local stakeholders (in and outside ports) and are able to reduce their carbon emissions significantly.
- 8 demonstrated technologic and economic feasible, innovative and state of the art low-carbon technologies in SMS-ports.
- 4 developed and validated tools and methods to achieve carbon reduction: energy audit, assessment of potentials of
renewables, identification of energy savings, decision making to select the best mix of options.
- 1 developed and demonstrated model of an energy cooperation structure.
- 9 independent verification studies of feasibility of implementated low carbon technologies brought together in an overall
report useful for other SMS-ports.
Organisations in the whole 2 Seas area who will benefit from these outputs are:
- 40 authorities of and local governments with SMS-ports.
- 40 companies in and users of SMS-ports.
- 20 SMEs specialized in low carbon technologies.
- 10 knowledge and research institutes specialized in low carbon and marine technologies.
To achieve the main project objectives, outputs and results and to make them usable for all SMS- ports in the 2 Seas area it is necessary to work cross border and to have a partnership which includes a variety of ports and experienced knowledge institutions. Only then it is possible to develop widely applicable and useful tools and methods and to carry out pilot investments with low carbon technologies in order to demonstrate and validate their feasibility. Only when this can be demonstrated these examples can convince other ports to take the same measures. Also to develop good concepts and business models, which consist of a mix of measures, it is necessary to have different ports with very different circumstances on board in which these concepts and models can be tested and validated for wide use in the two seas area. Finally, the cross-border cooperation is needed to come to boundless usable governance structures in which authorities and all users of SMS-ports cooperate.
What is new?
- 5 SMS-ports representative for 2 Seas area acts as living labs to implement, demonstrate and validate innovative and state of the art low carbon technologies using environment specific capabilities.
- Seeing ports as industrial park from perspectives such as process integration and industrial symbiosis to open up new opportunities.
- 4 research institutions, with the ports as labs and companies as partners, will jointly develop tools and methods, f.e. a tool to assess the best mix of technologies for energy production and storage in SMS-ports.
- Business models will be tested and validated consisting of new operational models and application in the field of energy efficiency, renewable sources and storage.
- New collaboration structures in SMS-ports will be developed and demonstrated aiming to increase the uptake of low carbon technologies.
- Awareness raising and persuasive communication to create behavioral changes in SMS-ports and companies working in these ports.

The project overall objective is to improve innovation capacity of SMEs and to facilitate access to the OWI by creating the appropriate supportive conditions.
The offshore wind industry (OWI) is an important driver for economic development in the NSR and consists of a high percentage of SMEs that are located in clusters around the NSR. These SMEs are challenged by disadvantages of size, complex procurements, high costs and insufficient understanding of the (global) market for their services. They can address this by collaborating on a regional, sectoral and transnational level. Preparatory work from previous projects has paved the way and now allows the partnership to deliver focused support to SMEs. This is the first time that the NSR regional clusters and other supporting organisations in the OWI will work this closely together on the shared goal of bringing their SMEs across the borders to engage them in innovative business collaborations.The project overall objective is to improve innovation capacity of SMEs and to facilitate access to the OWI by creating the appropriate supportive conditions.
More specifically the project aims to:
• Connect and strengthen regional OWI clusters of SMEs by supporting SMEs to enter new transnational markets and by developing transnational SME collaboration
• Developing innovative concepts of harbour logistics and test facilities for SMEs in the OWI
• Improve the workforce for SMEs in the OWI
We will achieve this in cooperation with SMEs by identifying cross-border business collaboration opportunities, by supporting SME innovation capacity and by developing SME focussed MBA-level courses and facilities.

DUAL Ports Kickoff
On November 3rd 2016 the international DUAL Ports Kickoff was held in Vordingborg, and representatives from the participating countries where there.
DUAL Ports aims to decarbonise Regional Entrepreneurial Ports (REPs)´ resources through a shared eco-innovation port programme that minimises their environmental footprint.
The objective is to specifically develop sustainable utilities and abilities of (REPs). This will be achieved by collaboratively piloting and managing technologies and processes that tackle targeted measurable direct/indirect emission/pollution sources.
The project will ultimately enhance ports organizational/operational (energy) efficiency and performance, facilitating port low carbonization at reduced cost and with knowledge/investment added value.
As demonstrated by last years´ offshore wind energy developments in EU & beyond, ports can be key centres of innovation, testing and uptake of emerging technologies, leveraging participation and multiplier effects, e.g. by triggering clustered activities that generate employment and benefit the environment.
A transnational approach/collaboration will be adopted to allow the DUAL small & medium size ports capitalise on this potential, overcoming their individual limited staff, funding and capability to identify the most effective solutions on their own.
Only few measures have been selected due to the project duration and size of the partnership, but they are expected to have a considerable impact on the way ports can act as facilitators between enterprises, research centres and public authorities to enable user-driven ecoinnovation in the North Sea area.

Europees Interreg Vlaanderen-Nederland project ‘Duurzame Zeehavens’
In het Europees Interreg Vlaanderen-Nederland project 'Duurzame Zeehavens' werkten de havenbesturen van Gent, Zeebrugge, Oostende, Antwerpen en Terneuzen/Vlissingen samen rond duurzame havenontwikkeling. In het bijzonder legden ze hierbij de focus op energetische verduurzaming. Het project liep van november 2012 tot en met december 2014.
Met steun van het Europees Fonds voor Regionale Ontwikkeling investeerden voormalig Vlaams minister van Mobiliteit en Openbare werken Hilde Crevits, voormalig Vlaams minister van Energie Freya Van den Bossche, de vier Vlaamse zeehavens, de provincies West- en Oost-Vlaanderen, het Nederlandse Zeeland Seaports en de provincie Zeeland samen 794.428 euro in het Europese project "Duurzame zeehavens".
Er werd een tweeledig lerend netwerk opgericht, dat enerzijds bestond uit de betrokken projectpartners die regelmatig grensoverschrijdend overlegden en anderzijds een luik bevatte dat open stond voor alle stakeholders in en rond deze havengebieden. In de schoot van dit lerend netwerk werd een forum gecreëerd waar de deelnemers konden leren van elkaars onderzoeken en acties, inspiratie opdoen en nieuwe opportuniteiten uitdiepen. Het Havenbedrijf Gent trok het project.

Blue Energy Production in Ports

The BEPPo project, co-financed by ERDF under the Interreg IVB North Sea Region transnational collaboration Programme, focused on Blue Energy (wave/tidal) and its complementarity with traditional (gas/oil/coal) & new (wind/biomass) sources of power, building on the innovation capacity of ports to become bases for the production of integrated sustainable renewables, thus ensuring reliable & affordable supplies of clean, green energy. BEPPo helped gain a better understanding of how ports should structure themselves operationally, financially and legally, in order to:
- maximise benefits from marine renewable developments;
- act as a key enabler of the marine renewables supply chain, through infrastructure investment and innovative technology research;
- and ultimately become renewable energy platforms and energy efficient businesses which can contribute significantly to the economic development of their areas
